1. CALL TO ORDER

Upon achievement of quoru= m, Commission President Adrian Dove called the meeting to order at 12:46 p.m. Commissioner DeBlanc led the salute= to the flag and the moment of silence.

2. APPROVAL OF OUTSTANDING MEETING= MINUTES

It was MSC (Cumming/Ki= ng) that the minutes of the July 10, 2006 Commission meeting be approved as ame= nded, with one abstension (Cannella).

It was MSC (Cumming/Ki= ng) unanimously that the minutes of the July 17, 2006 Commission meeting be approved as amended.

It was MSC (King/Broad= ous) unanimously that the minutes of the September 11, 2006 Commission meeting be approved as submitted.

It was MSC (King/Broad= ous) that the minutes of the November 6, 2006 Commission meeting be approved as submitted.

3. PRESIDENT’S REPOR= T

President Dove reported that on December 14, 2006 the Commission’s 2005 Hate Crime Report is sched= uled to be released on Thursday,= December 14, 2006 at 10:00 A.M. at the Hall of Administration. H= e welcomed new Assistant Director, Elena Halpert-Schilt and invited her to speak about= her background.

President Dove also announced that there would be a photo session for Commissioners a= t 12:00 PM just before the next scheduled meeting.

4. EXECUTIVE DIRECTOR’S REPORT

Executive Director Toma r= eported the following:

1. &n= bsp; The father of Commission staff member, Ray Regalado, unexpectedly passed away last week. A sympathy card and information abo= ut the Service was circulated.

2. &n= bsp; San Pedro inter-racial conflict: Following three separate incidents= over the past several months, LAPD officials raised concerns about growing possibili= ty of interracial conflict in the area. They have contacted the Commission and other offices, including LAUSD Human Relations representatives, the City Attorney’s office, and the = Principal of Dana Middle School.

3. &n= bsp; Chief Deputy Director Richard Verch= es is representing Los Angeles at = a Global Forum titled “Cities in Transition” taking place in Great Britain this week. His travel is funded by the Barrow Cadbury Trust. This event bri= ngs together representatives from Los Angeles<= /st1:City>, Toronto, M= arseilles, and Birmingham (England) to explore key challenges and “best practices” for some of the world’s most ethnically diverse cities.

4. &n= bsp; The Cultural Diversity Month Poster will be distrib= uted soon. Staff and Commissioners reviewed the student art entries.

5. Zerohour Upda= te: The five Zerohour schools particip= ating in this program are moving forward. The RFP for the marketing/PR contract is in progress, with plans to begin the work in January. Th= e website is updated regularly. The ful= l report of staff’s zerohour activities will be distributed to Commissioners.<= /p>

6. Upon the President’s request, Mr. Toma gave a status report on the Human Relat= ions Foundation. This is a non-profit 501-c-3 established with assistance by the Commission to be a non-governmental entity to receive foundation funding that could not be given to a governmental entity. It meets at least once a year; and = tax documents are filed annually. The Board of Directors is currently comprised of Jaime Regalado, Ray Rodriguez, Karen Stokes, Lea Ann King, Susanne Cumming, Robin Toma, Adrian Dove and Ron Wakabayashi.

7. The John Anson Ford Trust Fund is a County administered account that exists to hold donations m= ade specifically for Commission work, therefore funds remaining at the end of any fiscal year can be carried over for future Commission contingencies, such as the Commission’s youth work. Fund balance and commitments were reported, as was approximate amount of revenue= s received yearly.

8. The Annual Hate Crime Report:&n= bsp; As noted above in the President’s Report, the 2005 report is scheduled to be released at a press conference on December 14, 2006. Harvar= d University’s Kennedy Scho= ol of Government has purchased 300 copies for national distribution.

5. DISCUSSION AND ACTION ITEMS<= /u>

5= .1. = Policy and Planning Committee: This was discussed as a remedy for failure to achie= ve quorum many times over the past year which has impacted the Commission̵= 7;s work. The Committee would be = composed of those Commission members who are able to attend meetings regularly (Broadous, Ceballos, Cannella, Cumming, Dove, King and Montaño). Other remedies discussed included s= eeking Board of Supervisors designation of Commissioner alternates who will have voting privileges so quorum can be attained more often.

It was MSC (Broadous/DeBlanc) by unanimous vote to establish a Policy and Planning Committee, whose members are Commissioners Broadous, Ceballos, Cannella, Cumming, Dove, King and Montaño.&nb= sp;

Following further discussion, it was MSC (Broadous/Cumming) by unanimous vote to prese= nt a set of operating guidelines for the Policy and Planning Committee at the ne= xt Commission meeting.

Following discussion, it was MSC (King/Cumming) unanimously that the Commission cosponsor the “Interfaith Call to Justice” Conference, which is being organiz= ed by the Jewish, Christian and Muslim communities.

Commission President Do= ve announced that in the absence of any objection, the remaining agenda items would be tabled so the Commission could go into closed session to discuss Executive Director Robin Toma’s MAPP performance review.

5.4. <= /span>CLOSED SESSION: Personnel Matters

At 2:12= p.m., Pre= sident Dove declared the Commission in Closed Session to consider annual Evaluatio= n of Executive Director’s Performance and Goals.

Preside= nt Dove declared the Closed Session over at 2:3= 9 p.m. and the regular Commission meeting reconvened. President Dove announced that the = Commission had voted to accept Executive Director Robin Toma’s self-assessment.<= span style=3D'mso-spacerun:yes'> The President will draft a cover l= etter for the MAPP document that will be circulated among Commissioners to revise accordingly.

6. COMMISSIONER CO= MMENTS/ANNOUNCEMENTS

Commiss= ioner Broadous attended the wedding of Brad Sherman and requested that the Commission send= a congratulatory card.

Both Commissioners Montaño and DeBlanc attended the Disney Preview of the film “Apocalypto”, and commented on it.

7. ADJOURNMENT
